As India accelerates its clean energy targets\, a critical policy debate has surfaced: should the country leverage the MOOWR (Manufacture and Other Operations in Warehouse Regulations) scheme to reduce upfront costs and boost BESS deployment through imports\, or prioritize domestic manufacturing to strengthen local value chains? \nMOOWR offers significant advantages by deferring customs duties and GST\, thereby improving project viability and competitiveness in energy storage auctions. This can accelerate short-term deployment of imported BESS solutions\, supporting India’s urgent renewable integration needs. However\, excessive reliance on imports risks undermining the growth of domestic battery manufacturing ecosystems. \nIndia’s policy direction clearly emphasizes localization through initiatives such as the ACC PLI (Production Linked Incentive) scheme\, aimed at boosting advanced chemistry cell manufacturing\, job creation\, and supply chain resilience. A premature or rigid localization mandate\, however\, could slow down BESS adoption\, while unchecked fiscal incentives for imports could weaken domestic industry competitiveness. \nThe optimal approach lies in a calibrated\, phased strategy. MOOWR should be strategically applied to support manufacturing-led investments and infrastructure development\, rather than becoming a default route for imported BESS deployment. Simultaneously\, localization targets must be predictable\, gradual\, and aligned with industry readiness. \nStriking this balance will be crucial to ensure India achieves both rapid energy storage deployment and long-term industrial self-reliance in the clean energy sector.
