However\, stakeholders continue to face ambiguity around compliance obligations\, implementation mechanisms\, and role definitions. \nIn this context\, NETRA is convening a focused stakeholder consultation to deliberate on EPR applicability across the battery ecosystem—including cell manufacturers\, battery pack assemblers\, EV OEMs\, importers\, brand owners\, Battery Energy Storage System (BESS) developers\, and battery-as-a-service providers. The session aims to bring clarity on regulatory expectations while addressing practical challenges faced by industry players. \nA key objective of the consultation is to decode Producer Responsibility obligations under EPR\, particularly in complex value chains involving multiple stakeholders and cross-border supply flows. Discussions will also explore compliance pathways\, reporting requirements\, and traceability mechanisms aligned with CPCB guidelines. \nThe consultation will further serve as a platform to identify policy gaps\, operational bottlenecks\, and areas requiring regulatory refinement. Currently\, most solar and BESS installations rely on grid-following inverters\, which depend on an existing grid signal to operate. While effective in strong grids\, large-scale deployment of these systems is now creating significant technical challenges for grid stability and system reliability. \nA key concern is the declining Short Circuit Ratio (SCR)\, which indicates weakening system strength as inverter-based generation replaces conventional synchronous generation. This has led to increased power system oscillations\, voltage instability\, and frequency control challenges. As more RE and BESS projects are integrated using only grid-following inverters\, these risks are expected to intensify\, posing serious concerns for secure and reliable grid operation. \nIn response\, the Central Electricity Authority (CEA) has highlighted the critical role of grid-forming inverters in strengthening India’s power system. Unlike grid-following technologies\, grid-forming inverters can establish voltage and frequency references\, enhance system strength\, and enable black start capability—making them essential for RE-rich corridors and future-ready grids. \nTo address these challenges\, CEA has recommended the adoption of 100% grid-forming inverters in upcoming BESS projects. This marks a significant shift in India’s grid planning and renewable integration strategy. \nTo support this transition\, NETRA is organizing a stakeholder consultation to evaluate technical\, commercial\, and regulatory implications. DESCRIPTION:NETRA is organising a virtual forum on floating solar + Battery storage\, considering its opportunities\, challenges\, recent PM-SSY scheme impact\, and implementation roadmap. \nThe Union Cabinet approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY) with an outlay of ₹5\,070 crore to promote floating solar projects with battery storage across reservoirs and inland water bodies. It optimizes water surfaces (reservoirs\, dams\, and industrial ponds) to generate clean energy while preventing land-use conflicts. The approval follows the recent assessment undertaken by the National Institute of Solar Energy (NISE)\, which has estimated a floating solar potential of approximately 102.18 GWp across reservoirs and other suitable inland water bodies in the country. \nAim: To expand India’s floating solar capacity from its present ~700 MW to 5\,700 MW by adding 5\,000 MW of capacity coupled with 10\,000 MWh of energy storage\, mitigating land acquisition bottlenecks\, reducing water evaporation losses\, and enhancing power grid reliability. \n\nKEY FEATURES: \n\n\nSubstantial Capacity Target: Targets the development of 5\,000 MW of Floating Solar Photovoltaic (FSPV) projects across all States and Union Territories between FY 2026-27 and FY 2030-31.\nMandatory Co-Located Energy Storage: Integrates Energy Storage Systems (ESS) providing a minimum 2-hour storage duration (totaling 10\,000 MWh capacity) to supply power during peak demand hours and reduce renewable energy curtailment.\nCentral Financial Assistance (CFA): Provides ₹1 crore per MW as post-commissioning central financial support to developers\, helping bridge the ~25% higher capital cost of floating solar platforms compared to ground-mounted solar.\nProject De-Risking Grants: Offers up to ₹50 lakh per project for initial technical feasibility studies\, including bathymetry and hydrography surveys\, solar yield calculations\, and aquatic ecological impact assessments.\nAatmanirbhar Manufacturing Push: Boosts indigenous manufacturing across the entire value chain\, including floatation platforms\, anchoring/mooring systems\, PV modules\, and storage batteries.\n\nThis program has the potential to cut nearly 10 million tonnes of CO₂ annually and create 16\,000-17\,000 jobs\, advancing India’s net-zero and Viksit Bharat goals. \nFor any queries and participation\, reach us at- debi@netraglobal.org
