Meeting Summary

The NetZero Energy Transition Association (NETRA) convened a members’ meeting on 17 August 2026 to discuss the proposed Advanced Chemistry Cell (ACC) Battery Component Manufacturing Scheme and its implications for India’s domestic battery manufacturing ecosystem.

The meeting provided a platform for industry stakeholders to examine key provisions of the proposed scheme, identify potential implementation challenges, and share recommendations aimed at strengthening indigenous battery component manufacturing and reducing import dependence.

The discussion focused on policy measures, financial incentives, domestic value addition requirements, and infrastructure development essential to building a competitive and self-reliant battery supply chain in India.

Key Discussion Areas

The meeting focused on four critical aspects of the proposed framework:

  • Domestic Value Addition (DVA): Examining component-wise DVA requirements and minimum DVA thresholds for eligibility under the proposed scheme.
  • Subsidy Structure: Evaluating capital expenditure (Capex)-linked subsidies versus sales-linked incentives to support domestic battery component manufacturers.
  • Fiscal Policy Rationalisation: Exploring the alignment of fiscal policies, customs duties, and taxation structures to encourage indigenous manufacturing and improve industry competitiveness.
  • National Testing and Certification Infrastructure: Assessing the need for national-level testing, certification, and qualification facilities to ensure component quality, reliability, and compliance with industry standards.

Industry Participation

The meeting brought together stakeholders from across the battery manufacturing value chain, including:

  • Battery cell manufacturers
  • Manufacturers of cathodes, anodes, electrolytes, separators, and copper foils
  • Producers and suppliers of raw materials used in battery cell components

Objective and Significance

The consultation aimed to facilitate industry dialogue on the proposed ACC Battery Component Manufacturing Scheme and gather stakeholder inputs for consideration in policy recommendations to the relevant ministry.

Through such consultations, NETRA seeks to strengthen industry–government engagement, support evidence-based policymaking, and accelerate the development of a robust domestic battery manufacturing ecosystem.
