LCR Stakeholder Consultation

NETRA recently organized a multi-stakeholder consultation to deliberate on Local Content Requirement (LCR) provisions for Battery Energy Storage System (BESS) projects in India. The session brought together over 100 participants, including policymakers, industry leaders, technology providers, project developers, and investors, to discuss the role of domestic manufacturing, supply chain localization, and value addition in strengthening India’s #Battery and #EnergyStorage ecosystem.

The consultation highlighted the growing importance of well-defined LCR frameworks in accelerating India’s clean energy transition and reducing import dependence. Participants emphasized the need to establish clear and practical benchmarks for local content percentages, along with transparent verification and #compliance mechanisms to ensure effective implementation across BESS projects.

Key discussions also focused on refining LCR #calculations, particularly the exclusion of EPC costs, and addressing #challenges associated with emerging technologies and component-level localization. Stakeholders raised important concerns around quality assurance, technical qualification criteria for bidders, and the need for robust validation of critical systems such as #BMS (Battery Management Systems) and #EMS (Energy Management Systems).

Another major theme was the importance of strengthening India’s #supplychain ecosystem while balancing innovation, cost efficiency, and reliability. Participants noted that policy clarity and standardization will be crucial in enabling industry confidence and scaling investments.

The consultation concluded with NETRA committing to consolidate insights and submit actionable #recommendations to #MNRE.

Further stakeholder engagements are planned to align industry perspectives with evolving #government policies and ensure a cohesive pathway for BESS deployment in India.
